Abstract

This research aims to analyze the practice and challenges of investigative journalism on Oromia Broadcasting Network (OBN), specifically focusing on the "Caayaa" investigative television program. A qualitative research approach was employed, utilizing in-depth interviews with eight targeted sample respondents and a systematic selection of five investigative programs broadcasted in 2022. The collected data was analyzed to address the research objectives, with social responsibility and watchdog role of media theories serving as the theoretical framework.

The study reveals that the "Caayaa" investigative television program on OBN primarily focuses on issues of public and national concern. However, the investigations conducted were found to be shallow and lacking in-depth research to uncover possible hidden facts. The program heavily relies on community complaints as a major source for investigations. Nonetheless, it has successfully held governmental officials accountable for their actions, challenged stakeholders, exposed crimes, and influenced policy, administration, and public debate. The program's major success lies in supporting public complaints and claims with factual-based investigations.

While the "Caayaa" program predominantly investigates governmental organizations, there is a need to broaden its scope to include non-governmental institutions, private organizations, religious organizations, and individuals.

The practice of investigative journalism on OBN faces challenges such as the absence of guaranteed protection for investigative journalists, limited access to information for investigative reporters, and a shortage of manpower and time to conduct in-depth investigations. Investigative reporting requires extensive analysis and time-consuming work; therefore, OBN should allocate sufficient time for the program, from planning to reporting the end result.

In conclusion, this research sheds light on the practice and challenges of investigative journalism on the "Caayaa" program of OBN. It highlights the program's strengths in holding officials accountable and making an impact in public discourse, while also identifying areas for improvement and addressing the challenges faced in conducting investigative journalism.
