First, I would like to start by saying that in the past, foreign donors were major actors of economic policy formulation. At present too, it is not doubtful that Ethiopia stands in the receiving end of economic policy ideas, because, unavoidably, aid has become conditional on the implementation of donor/creditor driven policies
